Margaret Dayton, republican state representative from Utah is mentioned for calling a vote for the state to opt out of No Child Left Behind, stating that it is a federal intrusion of her state schools. Jim Dillard, chairman of the Virginia House Education Committee, explains that many of the goals mandated by the act are unreachable and that Virginia cannot afford to implement them. It also explains that Utah and Virginia attempted to opt out of No Child Left Behind due to several reasons. This article leaves out specific viewpoints of Democrats (though those are implied). It also leaves out mention of how states besides Utah and Virginia planned to deal with it (though several school districts in Connecticut and Vermont are mentioned). .
