The report, A Nation at Risk, published 1983, is mentioned as background information.  The National Assessment of Educational Progress (NAEP) mentions student achievement.  The Improving America’s Schools Act of 1994 and the Elementary and Secondary Education Act of 1965 are also used as background information.  The United States Congress is mentioned because of its spending on education.  The U.S. President (at the time George W. Bush) is mentioned indirectly several times, because of his beliefs on the public education system.  The U.S. Department of Education is mentioned in regards to its accountability plans.  The previous Secretary of Education, Rod Paige, mentions the intent behind No Child Left Behind.  The National Research Council (2002) mentions its report on No Child Left Behind.  The Individuals with Disabilities Education Act (IDEA) of 1990 is mentioned because of its content.  Springdale School District is used as an example.

Audience and Agenda:
This was in an academic journal about psychology, sociology and education.  It is intended for a niche audience, especially parents and educators of children with autism spectrum disorders.  However, a majority of this article includes the issue at large and is applicable to a wider audience.

Usefulness:
This is a useful article in its explanation of the No Child Left Behind act and how it affects different groups of people.  It also has an interesting explanation of accountability in regards to disabled children.  It contains several tables that are useful in its argument.     Works Cited: http://www.ed.gov/legislation/ESEA/index.html
